Jual Tank, Pengkhianatan terhadap Orang Papua

Menurut Bahabol kendaraan tank itu nanti akan bisa digunakan untuk menghadapi apa yang oleh Jakarta dicap sebagai "separatis". "Jual Tank Kembali Mengkhianati Warga Papua," demikian koran de Volkskrant.

Bahabol adalah anggota parlemen Papua Barat yang dilarang di Indonesia. "Kami rapat secara rahasia, di gereja atau di hutan." Minggu lalu ia berkunjung ke Belanda bersama dua aktivis lain. Mereka bertemu dengan anggota parlemen dari partai kanan populis PVV, partai sosialis SP dan partai Kristen konservatif ChristenUnie.

Revolusi damai

Bahabol dan delegasinya mengimbau pemerintah Belanda agar mengkampanyekan referendum bagi kedaulatan propinsi Papua di bawah pengawasan dunia internasional. "Perjuangan kami tanpa kekerasan. Demonstrasi massal. Revolusi damai," kata Bahabol.
Bahabol membawa foto mengenai demonstran yang membawa spanduk dengan tulisan dalam bahasa Belanda di mana warga Papua menuntut tanggungjawab politik Belanda kepada warga Papua.
Di tahun 1961 warga Papua diberi bendera dan lagu kebangsaan sendiri oleh pemerintah Belanda. "Siapa yang mengibarkan bendera itu sekarang, diancam 15 tahun penjara," Bahabol mengingatkan.

Petisi

Berita tentang kekerasan di penjara-penjara di propinsi Papua sulit dilacak karena diplomat dan wartawan asing dilarang berkunjung ke propinsi tersebut. Warga Papua di Belanda mengimbau kabinet dan parlemen agar menyusun petisi sebagai "prakarsa warga sipil".
Petisi tersebut harus mengumpulkan 40.000 tanda tangan. Menurut pihak pemrakarsa lewat situs di internet westpapoea.petities.nl sudah terkumpul 5.000 tandatangan.
Jakarta menyebut gerakan kedaulatan Papua sebagai kelompok kecil. "Tetapi referendum akan membuktikan sebaliknya," tegas Bahabol sambil menambahkan bahwa pelaksanaan referendum harus menjamin kebebasan warga Papua menyatakan pendapat mereka dan kelompok transmigran di Papua tidak mengintimidasi warga Papua.

Separatis

Kabinet demisioner Belanda mau menjual tank Leopard yang tidak digunakan lagi. Ini juga berkaitan dengan penghematan di departemen pertahanan Belanda. Indonesia menyatakan berminat membeli tank yang total berharga 200 juta Euro.
Besar kemungkinan parlemen Belanda tidak menyetujui penjualan tank itu kepada Indonesia dengan pertimbangan kendaraan lapis baja itu bisa digunakan untuk mengadapi kelompok-kelompok yang oleh Jakarta dicap sebagai "separatis, teroris dan sebagainya". Demikian koran de Volkskrant.

Kompanye Papua Merdeka di Festival Womadelaide 2012

Adelaide, Laporan-KNPB. Festival Womadelaide di Adelaide, Australia kemarin (11/03) dimeriahkan dengan kompanye Papua Merdeka. Dalam konser yang dihadiri ribuan orang, bintang kejora dibentangkan dan yel-yel Papua Merdeka dilakukan dalam konser salah satu group musisi terkenal di Australia, Blue King Brown.
Konser yang dimulai pada pukul 7.30 tadi malam, Rony Kareni, seorang aktivis Papua Merdeka yang hadir membawakan tarian Papua dalam konser tersebut menyampaikan ekpresi perjuangan yang disambut tepuk tangan secara meriah oleh ribuan penonton.
Sementara itu, Festival Womadelaide yang dihadiri oleh ribuan orang dari mancanegara maupun Australia ini tak ketinggalan mengunjungi pameran Free West Papua di stand khusus yang dikoordinir oleh Austrlia West Papua Asocciation (AWPA).

Cory Kayame, salah satu mahasiswi Papua di Adelaide yang hadir dalam konser ini menyatakan sangat terharu melihat kompanye perjuangan Papua bisa dilakukan didepan ribuan penonton yang memadati lapangan Botanical Garden.
“Saya sangat terharu karena disela-sela Festival Womad ini, group musik Blue King Brown dan panitia Festival bisa ikut mengkompanyekan perjuangan dan penderitaan orang Papua”, katanya disela-sela konser.

Catherine Delahunty speaks in the House about human rights in West Papua


CATHERINE DELAHUNTY (Green): Tēnā koe, Mr Speaker, Tēnā koutou te Whare.
Yesterday at the Australian Senate in Canberra, I was present at the launch of the Australian International Parliamentarians for West Papua, hosted by the Australian Green Senator Richard Di Natale. Also present were Green, Labour, and liberal members of the Australian Senate, and a number of West Papuan leaders-in-exile. We were also pleased to welcome the international lawyers for West Papua, represented by Jennifer Robinson—who, coincidentally, is the lawyer for the Wikileaks founder Julian Assange — and the MP for Vanuatu, MP Ralph Regenvanu.

The Acting Foreign Minister of Labour in the Australian Parliament opposed the participation of the Labour members coming to our launch, but some of them came anyway. This was interesting in itself. Why was there an issue, and why would anyone want to stop the participation of MPs on an issue of this regional importance.
My plea to this House is that all of us, across parties, act responsibly in support of the freedom and justice and human rights of West Papua.
If New Zealand citizens wish to raise a flag within this nation, whether it is the tino rangatiratanga flag or the All Blacks flag, no one gets locked up. If a citizen in West Papua raises the flag, the Morning Star flag it is called, they face 15 years in prison. Since 1969 these people have lived under a level of oppression that no one should have to accept, and the New Zealand and Australian Governments have been largely silent. Right now in a country just north of Australia, the Indonesian military enforces these laws, tortures, and murders citizens. Right now, five West Papuan leaders are in prison for daring to hold a meeting in a soccer field—because they were not allowed a building—to discuss self-determination issues—self-determination being the right of citizens to choose their own governance. The Jayapura Five face trial in an environment that is neither safe nor just.
The New Zealand Green Party in conjunction with the other international parliamentarians are calling for a regional solidarity and support for West Papua. We wish to see things happen immediately, like the Red Cross, who were expelled from West Papua. Which other country in this region has the Red Cross been expelled from, and yet our Governments turn their backs. For the recognition of these people's Melanesian status at the Pacific Island forum, which other Melanesian country is kept out of the forum by Governments such as ours? For journalists access, which other country are no international journalists allowed across the border, and why are we colluding with this?
New Zealand has military ties with Indonesia. These include bilateral training and symbolic recognition of what is happening in West Papua. What the parliamentarians internationally and in this House who are friends of West Papua are calling for is a recognition that there needs to be peace, there needs to be justice, and there needs to be human rights. We have a proud tradition in this House of standing up for our more vulnerable neighbours in these issues. Without the New Zealand Government I have been assured by many Pacific people that Bougainville could not have been negotiated—and that was a National Government. It was very important that we led with our role in supporting East Timor after the holocaust in East Timor for its citizens. Yet, we are still silent, still colluding, over the issue of West Papua.
The people of West Papua who are refugees, and who attended the meeting in Canberra yesterday, are asking for us to take a constructive role in the region and calling for a peaceful dialogue with Indonesia. It is not about attacking an important neighbour like Indonesia. It is not about denying the relationship. It is about saying to Indonesia: "Yes, democracy is developing positively in your country, but something is happening in a dark corner, which you are not prepared to talk about—and we want to help you talk about it."
The "Land of the Morning Star" is not only victim to human rights abuses but to illegal logging. When I came into this House and put forward a bill to stop the loopholes for the products of illegal logging, it was voted down immediately by the Government, and yet this is part of the blood on the barbecue; this is part of what happens when we allow kwila , which is illegally logged by the military in West Papua, to be brought into our country. We are also implicated through the Freeport-McMoRan mine. If you have never heard the word "Freeport-McMoRan", go and google it, and have a look on the map at these vast, huge, open-cast pits that have been dug in what they call the "head of the mother".
The "Land of the Morning Star" is the one place where you cannot raise a flag, and it is the one place where people are being tortured and killed. My plea to this House is that all of us, across parties, act responsibly in support of the freedom and justice and human rights of West Papua.

Rights, Freedom Groups Urge Indonesia Gov't to Repeal Blasphemy Law

Human rights and religious freedom groups are urging Indonesia’s government to rid the country of its controversial blasphemy law, which was recently upheld by one of its highest courts.
"We are deeply disappointed by the Constitutional Court’s decision, which is a major setback for religious freedom," said Mervyn Thomas, Chief Executive of Christian Solidarity Worldwide (CSW), in a statement following Monday’s ruling.
"Indonesia has a proud tradition of religious pluralism, and its constitution guarantees freedom of religion," he added Wednesday, "but the blasphemy law set out in article 156A of the Indonesian Criminal Code violates its own constitution and damages Indonesia’s reputation as a pluralistic and tolerant society."
On Monday, in a 8-1 decision, Indonesia's Constitutional Court upheld the country’s decades-old blasphemy law, saying that it is needed to maintain public order among religious groups.
“If the Blasphemy Law was scrapped before a new law was enacted … it was feared that misuses and contempt of religion would occur and trigger conflicts in society,” explained court justice Akil Mochtar, one of eight judges who upheld the law, according to the
The court even claimed that repeal of the restrictions set by the law could make religious minorities targets of violence by intolerant members of the public.

Top government officials who served as witnesses in the court's examination - Suryadharma Ali, minister of religious affairs, and Patrialis Akbar, minister for law and human rights - both argued in favor of the constitutionality of the law, saying that if it were overturned, violent mobs would probably attack religious minorities.
The petitioners in the case, however, argued that the law violated the constitutional right to freedom of expression and Indonesia's obligations under international human rights treaties.
Under the 1965 law, religious groups can be banned, if they “distort” or “misrepresent” any of the country’s six official religions – the recognized forms of Islam, Catholicism, Protestantism, Buddhism, Hinduism and Confucianism. Individuals found guilty of heresy, meanwhile, can face up to five years in prison.
"The blasphemy law criminalizes the peaceful expression of certain religious beliefs," explained Elaine Pearson, deputy Asia director at Human Rights Watch, in a report Monday. "It hangs like a ‘Sword of Damocles' over the heads of religious minorities and those who practice traditional religions."
So while the court maintained that the law was necessary for the maintenance of public order, groups such as HRW insist that it would only punish those who peacefully express religious views and protect those who threaten to use violence against others.
"If the government wants to prevent violence, it should send a message by punishing violent behavior," argued Pearson.
Similarly, Leonard Leo, chair of the U.S. Center for International Religious Freedom (USCIRF), noted how blasphemy laws are often the cause, not the cure, of sectarian violence and intolerance.
In most predominantly Muslim countries with such laws, prohibitions against blasphemy, heresy, and deviance lead to many cases in which members of the majority persecute religious minorities and unorthodox sects. Religious minorities are frequently victims of discrimination, harassment, and violence.
“The Constitutional Court’s decision may have given extremists cover to enforce a version of religious conformity not shared by the majority of Indonesians,” Leo stated. “Hopefully, the Indonesian government will recognize that overturning the blasphemy decree advances its fight against terrorism and extremism and enhances its reputation for religious tolerance and pluralism.”
Adding to that, CSW's Thomas said his group is urging the Indonesian government to "seriously consider legislating to repeal this law, which infringes religious liberty, contributes to religious tension and conflict and damages Indonesia’s democracy and international reputation."
Calls for the repeal of the blasphemy law were led by former Indonesian President Abdurrahman Wahid, who died on Dec. 30, 2009, and three other Muslim scholars, who worked with seven Indonesian human rights organizations to submit a 59-page appeal to the Constitutional Court on Oct. 28, 2009.
The Constitutional Court of Indonesia, which has the same legal standing as the country’s Supreme, has the final say in reviewing law against the Constitution, among its other powers. It comprises nine members - three put forward by the president, three by the Supreme Court and three by the People's Representative Council.

‘Orang Papua Tak Perlu Takut Bicara Soal Merdeka’

Biak- Salah satu Advokat Hak Asasi Manusia (Human Rights Lawyer) di Tanah Papua, Yan Christian Warinussy mengingatkan, rakyat Papua untuk tidak perlu takut berbicara tentang Papua Merdeka sejak sekarang ini. Karena kata dia, soal Papua Merdeka adalah soal Hak Asasi Manusia yang diakui secara legal dan dapat diperjuangkan pula secara legal, demokratis dan politik secara universal. “Hal ini saya tegaskan karena Mukadimah Undang Undang Dasar 1945 menjamin hal tersebut,” katanya kepada Bintang Papua, Jumat (6/1).
Lanjut kata pekerja HAM di tanah Papua ini, Deklarasi Universal tentang Hak Asasi Manusia (the Universal Declaration of Human Rights) dan Deklarasi Perserikat Bangsa-Bangsa (PBB) tentang Masyarakat Adat (the United Nations Declaration of Indigenous Peoples) juga menjami hal tersebut sebagai hak asasi manusia yang dapat diperjuangkan secara bebas dan demokratis.

Menurutnya, sejak sekarang soal Papua Merdeka sebagai aspirasi politik mayoritas rakyat Papua haruslah diperjuangkan secara damai, bermartabat, demokratis dan melalui mekanisme hukum dan politik yang bersifat universal. Sejak sekarang semua komponen perjuangan rakyat Papua mesti bersatu dan mulai membicarakan berbagai hal yang melatar-belakangi tuntutan aspirasi Papua Merdeka tersebut dan merumuskan hal-hal yang hendak dibahas lebih lanjut dalam konteks politik nasional melalui Dialog Papua-Indonesia nantinya. Bagaimanapun juga aspirasi Papua Merdeka harus tetap menjadi dasar dalam setiap diskusi dan percakapan tersebut dengan senantiasa berpatokan kepada masalah-masalah pokok yang sudah dicapai melalui Konperensi Perdamaian di Tanah Papua (KPP) pada 5-7 Juni 2011 lalu yang meliputi masalah politik, keamanan, hukum, hak asasi manusia, sosial, budaya, serta ekonomi dan lingkungan hidup.  Sehingga kata dia, semua permasalahan tersebut dengan rumusan langkah menuju Dialog Papua-Indonesia dengan rekomendasi nama lima orang calon juru runding yang telah dihasilkan dalam KPP serta penerimaan Deklarasi Papua Tanah Damai yang sudah diterima dan diakui untuk dipedomani pula dalam Kongres Rakyat Papua III pada 16-19 Oktober 2011 di lapangan Zacheus-Padang Bulan – Abepura. Serta kepemimpinan dari Forkorus Yaboisembut, S.Pd sebagai Presiden dan Edison Waromi, SH sebagai Perdana Menteri harus dibicarakan untuk ditetapkan sebagai suatu posisi strategis Orang Papua dalam melangkah lebih jauh ke dalam Dialog tersebut nantinya.
Lanjutnya, komponen perjuangan Papua seperti Organisasi Papua Merdeka (OPM), Presidium Dewan Papua (PDP), West Papua National Coalition for Liberation/WPNCL (Koalisi Nasional Papua Barat untuk Pembebasan), West Papua National Authority /WPNA (Otoritas Nasional Papua Barat), Komite Nasional Pemuda Papua Barat (KNPPB), Koalisi Nasional Papua Barat (KNPB), serta sayap militer seperti Tentara Pembebasan Nasional Papua Barat (TPN PB) serta organ perjuangan lainnya di tanah Papua maupun di luar Papua bahkan di luar negeri. Diharap untuk hendaknya sekarang bersatu dan duduk untuk merumuskan agenda perjuangan Papua Merdeka tersebut secara baik dan sistematis serta dapat dipertanggung-jawabkan dan diperjuangkan melalui mekanisme hukum dan politik yang berlaku secara universal tersebut. “Orang Papua tidak perlu takut bicara merdeka,” ujarnya. 
Ia juga katakan, Dewan Adat Papua (DAP) akan menjadi organisasi rakyat yang dapat mempersatukan seluruh komponen perjuangan Papua tersebut dalam rangka menjawab keinginan aspiratif politik mayoritas rakyat Papua secara baik dan benar ke depan. “Saya ingin mengingatkan aparat keamanan di daerah ini untuk tidak menghalang-halangi rakyat Papua ataupun mengintervensi dan menginfiltrasi mereka untuk secara bebas dan memenuhi prosedur dan mekanisme hukum berdasarkan Undang Undang Dasar 1945 dan Nomor 39 tahun 1999 serta instrumen hak asasi manusia lainnya dalam membicarakan dan memperjuangkan hak-hak politik mereka di atas Tanah Papua,” ingatnya. Rights group write to NZ minister for action on West Papua

 Indonesia Human Rights Committee says its written to the New Zealand foreign minister asking to take a more assertive stand against military violence in Papua.

Marie Leadbetter says reports are emerging from the Paniai District of the Indonesian military committing horrendous violence, firing from helicopters and torching villages.


She says she’s been prompted to write to Murray McCully asking for international intervention to stop the violence and open the area to aid workers and reporters.

She says lessons from Pacific history indicate stronger action is needed.

    “Countries like New Zealand and Australia have a very long tradition of putting Indonesia’s interests and Indonesia’s wishes before those of small nations. We’re seeing in West Papua a kind of repeat of the whole sorry saga of East Timor where Australia and New Zealand ignored a brutal occupation for some 24 years.”

Marie Leadbetter says she hopes Mr McCully will take a stand and speak out publicly against Indonesia’s gross violations of human rights in Papua.
