AU-Voice baptist,-- Indonesia menghadapi kritik baru atas catatan hak asasi manusia setelah satu tahun kerusuhan lanjutan dan memenjarakan terkemuka aktivis politik di Papua.

Dalam laporan tahunannya pada keadaan hak asasi manusia di seluruh dunia, Amnesty Internasional juga mengkritik pemerintah Indonesia atas apa yang digambarkan sebagai respon cukup untuk serangan yang gigih pada agama minoritas.

Namun laporan tersebut dilindungi kritik yang terberat untuk tuduhan penyiksaan dan penggunaan yang tidak perlu kekuatan yang berlebihan oleh militer, terutama di provinsi bergolak Papua dan Maluku.

Ini menunjuk ke sebuah rakit pelanggaran di Papua pada tahun 2011, termasuk pada Oktober ketika pasukan keamanan menembaki peserta dalam kampanye kemerdekaan di kota Abepura, setelah itu tiga orang ditemukan tewas.

"Dalam banyak kasus kekerasan oleh pasukan keamanan, termasuk selama pemogokan Freeport dan Papua Ketiga Rakyat Kongres pada Oktober, belum ada yang belum bertanggung jawab, mengabadikan suatu suasana di Papua," kata juru bicara Amnesty Josef Benedict.

Amnesty International mengajukan permintaan pada Januari mencari akses ke Papua tetapi belum mendapat tanggapan dari pemerintah Indonesia.

Wartawan asing dan organisasi non pemerintah secara efektif dilarang memasuki provinsi Papua.

Lebih dari 300 orang ditangkap sementara video setelah rally di Abepura menunjukkan polisi memukuli pengunjuk rasa tak bersenjata, termasuk anak-anak.

Lima pemimpin Papua kemudian dituduh melakukan makar dan dihukum tiga tahun penjara setelah menyatakan kemerdekaan provinsi pada rapat umum tersebut.

Laporan ini juga menimbulkan pertanyaan atas kegagalan pihak berwenang untuk menyelidiki tuduhan penyiksaan dari 21 aktivis politik di Maluku oleh petugas dari Densus 88, unit anti-terorisme yang menerima dana dan pelatihan dari Australia.

Dikatakan bahwa setidaknya 90 aktivis politik di Papua dan Maluku telah dipenjara tahun lalu untuk kegiatan politik damai mereka.

Amnesty International laporan dirilis sebagai Indonesia sedang mempersiapkan untuk memberikan penilaian sendiri dari catatan hak asasi manusia di markas PBB Dewan Hak Asasi Manusia di Jenewa, Swiss, di kemudian hari.

Berbicara sebelum menyerahkan laporan itu, Menteri Luar Negeri Marty Natalegawa mengatakan Indonesia telah membuat kemajuan yang signifikan dalam menangani hak asasi manusia.

Namun, ia mengatakan masalah "toleransi antar agama menjadi sangat penting dalam diplomasi Indonesia di forum bilateral dan multilateral".

"Kita harus menyelesaikan insiden ini, jika tidak masyarakat internasional akan mendapatkan gambaran yang salah tentang Indonesia," kata Dr Natalegawa.

Hal itu dilemparkan ke dalam sorotan pada bulan Februari tahun lalu ketika tiga anggota dari sekte minoritas Ahmadiyah dilempari sampai mati di sebuah desa di Jawa Barat oleh massa mengamuk dari 1500 orang.

Pada akhir 2011, sedikitnya 18 gereja-gereja Kristen juga telah baik diserang atau terpaksa ditutup.

"Dalam banyak kasus, polisi gagal melindungi kelompok minoritas agama dan lainnya dari serangan tersebut," kata Amnesti Internasional.

‘Many Deaths’ During Ongoing Military Siege in Papua: Allegations

An international nongovernmental organization campaigning to highlight human rights abuses in Indonesia, has called for international intervention “after receiving highly distressing accounts of indiscriminate and brutal military raids” in West Papua.

Maire Leadbeater of the Indonesia Human Rights Committee said reports from West Papua indicated that thousands of villagers in Paniai are undergoing a “military siege involving horrendous destruction and violence.”

“Homes have been torched and villages razed, while helicopters are said to be strafing the villages. There are reports of  deaths, forcible evacuations and the displacement of thousands of people,” Leadbeater said.

‘We cannot confirm all the reports because the area is closed to journalists and humanitarian workers.  But there are compelling indications that the violence against the West Papuan people is escalating alarmingly.”

In an open letter to New Zealand Foreign Minister Murray, the committee said the reports made a compelling case for international intervention to stop the violence. 

“At the very least New Zealand should now insist that the area be opened up and journalists, the Red Cross and other humanitarian workers given free access, so that the information can be verified and appropriate help provided to the victims.”

Leadbeater, who signed the letter, said Indonesian security personnel, including from the Army, Mobile Brigade (Brimob) paramilitary police and elite counter-terrorism troops from Detachment 88 “are responsible for the razing of villages and forced evacuations.”

“This is apparently part of a military campaign against  local members of the Free Papua National Liberation Army.  We are advised that some 27 villages have been devastated, that  homes, schools and other buildings have been burnt and that an unknown number of people have been killed by live military fire. One report lists the names of 18 victims.”

The committee alleged that thousands of civilian refugees have fled the area to other villages around Enaratoli, on the opposite side of Lake Paniai.

“There is said to be a police supervised secure ‘Care Center’ in Enaratoli, which is overcrowded and lacking in basic requirements. Other refugees have fled into the forest or to live with other family members.”
