Gereja dan Separatisme di Tanah Papua Barat

“Kepada-Ku telah diberikan segala kuasa di surge dan di bumi. Karena itu pergilah, jadikanlah semua bangsa murid-Ku dan baptislah mereka dalam nama Bapa dan Anak dan Roh Kudus, dan ajarlah mereka melakukan segala sesuatu yang telah Kuperintahkan kepada. Dan ketahuilah, Aku menyertai kamu senantiasa sampai kepada akhir zaman” (Matius 28:18-20).
Setelah saya membaca harian Bintang Papua, Rabu, 22 Februari 2012 di halaman depan ada tertulis komentar Pangdam XVII/Cenderwasih Mayjen TNI Muhamad Erwin Syahfitri,   yang bertopik: “Hadapi Separatis di Papua Bukan Hanya Tugas TNI”, dan pernyataan selanjutnya dapat dikutip: “Untuk menangani masalah separatis di Papua, bukanlah semata menjadi tugas dan tanggungjawab dari Kodam XVII/Cenderawasih semata, namun  merupakan tanggungjawab kita bersama seluruh komponen yang ada di Papua serta masyarakat Papua pada umumnya.” 

Sebelum saya  menanggapi pernyataan bapak Pangdam ini,  saya menyampaikan Selamat Datang,  Bapak Mayjen TNI Muhamad Erwin Syahfitri,  ke Tanah Papua untuk kita bersama-sama menjaga dan menggembalakan domba-domba Allah dalam bidang tugas dan panggilan kita masing-masing. Tuhan memberkati bapak dalam tugas dan keluarga.    
Perlu saya mengajukan beberapa pertanyaan  dalam kapasitas dan tugas saya sebagai seorang gembala Umat.  Pertama, Siapa yang maksudkan separatis itu?  Kedua, Siapa yang maksudkan dengan “semua komponen”?   Ketiga, Apakah semua komponen itu  termasuk Gereja  untuk mengahapi Separatis di Papua? 
Sesuai dengan Amanat Agung Yesus Kristus yang dikutip di atas, dalam semangat dan panggilan suci ini, dua misionaris dari  Eropa, Johann Gotlob Geisller dan Carl William Ottow sebagai utusan Tuhan dan Gereja-Nya, tuba di Tanah orang Melanesia, Masyarakat Adat dan Penduduk Pribumi, Pemilik Tanah dan Negeri Papua, pada hari Minggu pagi, 5 Februari 1855, tepatnya di Teluk Doreh Mansinam, Manokwari. Mereka berdoa: “ Di dalam nama Tuhan Yesus Kristus, kami menginjak kaki di Tanah ini.” 
Dua Misionaris dari Jerman ini datang ke Tanah Melanesia kepada masyarakat Adat dan Penduduk Pribumi Papua, bertemu dengan orang Papua, bersahabat dengan orang Papua, tinggal dengan orang Papua, makan bersama dengan orang Papua, menghargai orang Papua, menghormati hak hidup orang Papua, mengakui martabat orang Papua, mengangkat kesamaan derajat orang Papua. Tidak pernah dan belum pernah melukai orang Papua  secara fisik maupun mental. Ottow dan Geisller benar-benar menjadi sahabat setia orang Papua dalam suka dan duka. Ottow dan Geissler sebagai utusan TUHAN dan Gereja-Nya belum pernah bahkan tidak pernah memberikan stigma orang Papua seperti separatis, makar, OPM, primitif, kanibal, terbelakang, terbodoh, termiskin, tertinggal. Karena, kedua misionaris sebagai utusan TUHAN ini menyadari bahwa stigma-stigma seperti itu lebih layak digunakan oleh para penjajah, kolonial dan penindas. 
Peristiwa bermakna historis kehadiran gereja di tengah-tengah masyarakat Adat, Penduduk Pribumi, Pemilik Negeri dan Tanah Papua ini, 157 tahun  sejak 5 Februari 1855, sebelum Indonesia menduduki dan menjajah Papua 1 Mei 1963,  adalah merupakan tonggak sejarah awal peradaban suci dan mulia, sejarah kemanusiaan dimana hadirnya Kabar Baik, keadilan, perdamaian yang bersumber dari Injil Yesus Kristus. Karena, Injil adalah kekuatan Allah yang membebaskan manusia dari belenggu dosa dan membebaskan manusia dari penindasan dan kolonialisme, menghargai hak asasi manusia, mengangkat martabat manusia, merobohkan benteng-benteng diskriminasi dan eksploitasi hidup manusia, menghapuskan tetesan air mata dan cucuran darah orang-orang kecil yang tertindas. 
“Roh Tuhan ada pada-Ku, untuk menyampaikan kabar baik, kepada orang miskin, untuk memberitakan pembebasan kepada orang-orang tawanan, dan penglihatan bagi orang-orang buta, untuk membebaskan orang-orang yang tertindas, untuk memberitahukan tahun rahmat Tuhan telah datang” (Yesaya 61:1-2; Lukas 4:18-19). 
Gereja sebagai ibu dan pelindung umat Tuhan, yang sudah ada hampir 157 tahun di atas Tanah ini  mengetahui bahwa manusia Papua adalah bagian dari gambar dan rupa Allah. Seperti Allah berfirman: “Marilah Kita menjadikan manusia sesuai  gambar dan rupa Allah” (Kejadian 1:26). Ada tugas pada Gereja bahwa “Gembalakanlah domba-domba” (Yohanes 21:15-19). Yesus juga mengatakan dengan tegas kepada gembala: “Pencuri datang hanya untuk mencuri dan membunuh dan membinasakan,Aku datang supaya mereka mempunyai hidup dan mempunyainya dalam segala hal” (Yohanes 10:10).   
Melihat dari tugas panggilan dan misi Gereja, kalau untuk pernyataan Bapak Pangdam XVII Cenderawasih :  “Untuk menangani masalah separatis di Papua, bukanlah semata menjadi tugas dan tanggungjawab dari Kodam XVII/Cenderawasih semata, namun  merupakan tanggungjawab kita bersama seluruh komponen yang ada di Papua serta masyarakat Papua pada umumnya.” Kalau dikatakan “seluruh komponen”, itu dimaksudkan dengan Gereja, saya minta maaf karena sejak  sejak 5 Februari 1855 Gereja menginjak kaki di Tanah Papau belum pernah mengetahui manusia Separatis di Papua. 
Yang gereja tahu, gereja kenal, gereja hidup bersama mereka, dan gereja datang kepada mereka adalah manusia-manusia gambar dan rupa Allah yang mempunyai Tanah dan Negeri Papua Barat secara sah dan resmi. Bapak Pangdam yang mulia, kami Gereja meminta dengan hormat, tunjukkanlah kepada kami Gereja, manusia separatis itu yang bagaimana bentuknya?  Dari mana datangnya? Apakah orang-orang kulit hitam dan rambut keriting yang dimaksud separatis? Kalau ini yang dimaksud separatis selama ini, maka stigma yang merendahkan martabat dan kehormatan terhadap penduduk asli Papua tidak dapat diterima dengan alasan apapun, termasuk alasan keamanan Negara atau nasional.Karena harga dan nilai teman manusia lebih tinggi di hadapan Allah dan Gereja daripada keamanan nasional yang penuh dengan kepentingan dan kejahatan. 
Minta maaf, waktu Gereja datang ke Tanah Papua, sejak 5 Februari 1855, sudah 157 tahun sekarang, pada waktu kami ke kampung-kampung, ke daerah-daerah terpencil, kami tidak pernah menemukan manusia yang namanya separatis, Makar dan OPM. Kami selalu menemukan Penduduk Asli, Masyarakat Adat, Pemilik Negeri Tanah ini. Kami Gereja juga malu dan takut karena kami datang di Tanah mereka dan selalu mengganggu ketenangan dan kenyamanan mereka. Kami Gereja juga seakan-akan penyelamat, pada kenyataannya Gereja juga kepanjangan tangan penjajah dan pencuri yang selalu mengatakan di mimbar-mimbar bahwa “pemerintah adalah wakil Allah di bumi.” Pada kenyataannya pemerintah wakil Allah itu membunuh umat Tuhan dengan stigma separatis, makar dan OPM. Pemerintah penjahat  dan pembunuh umat Tuhan itu bukan wakil Allah.   
Karena itu, solusi terbaik yang berprospek damai dan manusiawi yang saya usulkan sebagai bahan pertimbangan pemerintah Indonesia ialah: Pertama, Pemerintah Indonesia dengan jiwa besar harus mengakui kekagagalan dan kesalahan terhadap penduduk asli Papua sejak 1 Mei 1963 sampai hari ini  dan harus mengakhiri pendudukan dan penjajahan di atas Tanah Papua. Kedua, Pemerintah Indonesia dan Rakyat Papua sebagai dua bangsa harus membuat perjanjian-perjanjian kerja sama dalam bidang : ekonomi, keamanan, politik dan bagaimana nasib orang-orang Melayu, Indonesia yang sudah lama berada di Papua dan termasuk penduduk Transmigrasi.  Ketiga,  Papua  dijadikan Tempat Tenaga Kerja Indonesia (TKI) dan juga tempat Tenaga Kerja Wanita Indonesia (TKW) supaya jangan digantung seperti hewan di daerah yang mayoritas beragama Muslim.
Demi kemanusiaan dan kesamaan derajat, opsi-opsi atau alternatif-altermatif yang diusulkan ini diharapkan menjadi bahan perenungan dan refleksi pemerintah dan aparat keamanan Indonesia dalam menyikapi masalah Papua dengan bijaksana.     
Ketiga solusi di atas dapat disepakati oleh Pemerintah Indonesia dan rakyat Papua, maka Indonesia dan Papua kita wujudkan seperti Firman Allah dikutip ini:  “ Seriga akan tinggal bersama domba dan macan tutl akan berbaring di samping kambing. Anak lembu dan anak singa akan makan rumput bersama-sama, dan seorang anak kecil akan menggiringnya. Lembu dan beruang akan sama-sama makan rumput, dan anaknya akan sama-sama berbaring, sedang singa akan makan jerami seperti lembu. Anak yang menyusu akan bermain-main dekat liang ular tedung dan anak yang cerai susu akan mengulurkan tangannya ke sarang ular beludak. Tidak ada yang akan berbuat jahat atau yang berlaku busuk di seluruh gunung-Ku yang kudus, sebab seluruh bumi penuh dengan pengenalan akan TUHAN, seperti air laut menutupi dasarnya.” (Yesaya 11:6-10).  Shalom. Aceh and Papua Like Fire In Husk

The Malind tribe in Merauke is proud of its ecological traditions - each clan in the tribe is responsible for protecting a natural element. The Moiwend clan is responsible for the coconut trees and fruit. However, in recent times Malind youth have started using coconuts to make alcohol. The home-made drinks – which are much cheaper to buy than beer and spirits - have added to the town's problems. Now, some Malind elders are calling for the reinstatement of customary laws that would punish those who make use of coconuts in this way in order to save their tradition and their community.

Many of us know that West Papua is fighting for independence – but what else goes on there? How often do we hear directly from the Papuans themselves about life in Indonesia’s most secretive province?


EngageMedia’s Papuan Voices project is a combination of empowerment and production. We collaborate with Catholic Church groups in Jayapura and Merauke to teach Papuan activists new video production and distribution skills so that they have the means to tell their own stories to the world.

Importantly, the stories we tell are not only framed around West Papua’s political struggle for independence. Why is this important? Because when a Papuan man punches an Indonesian soldier because the soldier has assaulted his sister, more often than not that man will be branded a “separatist” by the press and Indonesian authorities. The soldier will walk free while the Papuan will be charged with serious offences against the state.
These kinds of injustices occur daily in Papua and a lack of understanding about the issues affecting Indonesia’s poorest citizens works to entrench the problem.

The Papuan Voices project overcomes political, geographical and financial barriers - as well as lack of technology - to bring important Papuan stories to the world. In doing so, it shines light on the injustices that regularly occur behind the closed doors of this resource-rich and restive province.

Church leader in Papua, the Government of the Most Responsible for Papua conflict

Jakarta, The leaders of the churches in Papua declared independence and sovereignty of the region already crystallized related to the systematic violence that still occurs in the territory of Papua and the left by Jakarta.

It was mentioned by four church leaders in Papua when he met President Susilo Bambang Yudhoyono on Friday last week.

They are the Chairman of GKI Synod Jemima M. Krey, Chairman of the Synod Kingmi Benny Giay, Chairman of the Board waiter Center Baptist Fellowship of Churches in Papua Socratez Sofyan Yoman and Chairman of the General Assembly (the National Synod) Bible Christian Church of Indonesia Martin Luther Wanma.

The four were delivered letter entitled Baby Handling Nationalism (Separatism) Papua As a result "Forced marriage" Jakarta - Papua: New York As the Sower and the Seed Users Papuan separatism.


In a letter obtained by Businesses, they declared independence and formed Papuan nationalism due to violence by Jakarta.

"With the Papuan nationalism that has been built a long time and triggered by a variety of systematic violence and injustice, then we Papuan churches convey to the President that the Papuan people's desire for independence and sovereign has been crystallized," says Jemima at the meeting.

The meeting was conducted in the library at the residence of the President, accompanied by Vice President Boediono and several ministers of United Indonesia Cabinet volume II.

Jemima said that in order to address nationalism babies born in the context of government who faced violence, gereha leaders in Papua have Church leaders issued a Joint Communique on January 10, 2011 and the Declaration of Theology on January 26, 2011.

In essence, they claimed that the construction by the government of Indonesia has failed to native Papuans, except give birth and nurture the aspirations of Papuan independence.

In addition, said Jemima, the Jakarta government had no intention to break the chain of violence that occurred there.

Therefore, he continued, Papuans asked the government to open up to hold an inclusive dialogue without conditions, fair, dignified and comprehensive with the people of Papua, with mediated by a third party.

"In order to dialogue in question, we urge the President to immediately stop the Operation Completed Matoa 2011 which was held in Paniai from the date of December 12 that killed 14 people, injuring dozens more and burn the villages," said Jemima.

In addition, church leaders also wanted the central government to withdraw troops from Papua non-organic, free political prisoners; and Revoking Government Regulation no. 77/2007 on regional emblem which prohibits the use of symbols nuanced separatists in Aceh, Maluku and Papua.

They also assess the agenda of the Papua Special Autonomy has been running and UP4B which will run the government of Indonesia is a unilateral work done without the participation of the people of Papua. (Ea)

Kepada SBY Pimpinan Gereja Rekomendasikan Hak Menentukan Nasib Sendiri

PAPUAN, Jayapura --- Dengan adanya nasionalisme Papua yang sudah terbangun lama dan dipicu oleh berbagai kekerasan dan ketidakadilan sistematis, maka kami (pimpinan Geereja) telah menyampaikan kepada Presiden SBY bahwa keinginan untuk merdeka dan berdaulat telah mengkristal.

Gereja-Gereja Universal dalam solidaritasnya dengan Gereja-Gereja dan suara umat Tuhan di Tanah Papua telah merekomendasikan hak untuk menentukan nasib sendiri (The Right for Self Determination) rakyat Papua kepada Presiden SBY.

Hal ini disampaikan oleh Ketua Umum Badan Pelayan Pusat Persekutuan Gereja-Gereja Baptis Papua, Pdt. Socrates Sofyan Yoman, MA, saat menggelar konfrensi pers siang tadi, Kamis (22/12) di Kantor Sinode KIGMI, Jayapura, Papua.

Menurut Yoman, wajah Indonesia di tanah Papua adalah pembantaian, pembunuhan, pemerkosaan, operasi militer, diskriminasi, dan berbagai stigma negative lainnya.

“Orang Papua selalu distigmakan sebagai separatis, makar, TPN/OPM. Ini memberikan legitimasi kepada pemerintah Indonesia untuk terus membunuh semakin banyak orang asli Papua,” tegas Yoman.

Lanjut Yoman, Undang-Undang Otsus yang dianggap sebagai solusi politik untuk menyelesaikan masalah Papua juga telah gagal total.

“Kami telah menyimpulkan UU Otsus gagal, tapi pemerintah sekarang paksa lagi kasih UP4B. Apalagi dalam UP4B ini tidak libatkan orang Papua untuk ikut menyusunnya,” imbuh Yoman.

Dalam pertemuan tersebut, Yoman juga mengatakan Gereja telah mengusulkan beberapa hal kepada Presiden, diantaranya meminta menarik semua pasukan non-organik dari Papua, membebaskan tahanan politik, dan mencabut PP No. 77/2007 tentang larangan penggunaan simbol-simbol bernuansa separatis di Aceh, Maluku, dan Papua.

“Termasuk minta agar segera menghentikan Operasi Tuntas Matoa 2011 yang sedang berlangsung di Paniai sejak tanggal 12 Desember yang telah menewaskan 14 orang warga sipil, melukai puluhan lainnya, dan membakar kampung-kampung,” tambah Yoman.

Mengakhiri komentarnya, Yoman mengatakan Presiden SBY juga telah berjanji akan kembali bertemu dengan pimpinan Gereja di pertengahaan bulan Januari 2012.

“Kami akan kembali bertemu dengan SBY pada minggu ketiga bulan Januari 2012,” tutup Yoman.

Dalam konfresi pers tersebut hadi juga Pdt. Dr. Benny Giay, Ketua Sinode Kingmi di tanah Papua, Mantan Ketua Umum PGI, Pdt. Dr. Phil Erari.

Military helicopters attacking West Papuan villages

This week’s stories of an Indonesian military offensive against villages in Paniai West Papua came from sources inside the country, where international media has no access. The Red Cross was kicked out of West Papua some time ago and few aid groups are permitted to operate there. It is therefore difficult to assess the news except to say that Australian media are reporting credible human rights sources who describe helicopter attacks on villages by military and police. 
They cite sources saying that 26 villages have been razed, 20 people killed and 10,000 people have fled to relative safety in an area called Enaratoli. The justification for these attacks relates to the Indonesian military plan to stamp out the OPM, the armed wing of the independence struggle within West Papua by attacking areas where they are known to operate.

The human rights of West Papuan people are at extreme risk and this latest incident highlights their total vulnerability. Last month, they held a congress to discuss self determination issues which was violently disrupted by the Indonesians, with 300 people arrested and 6 key leaders imprisoned without trial. Reports from West Papua trickle out into the New Zealand media which largely ignores them with the honourable exceptions of Radio New Zealand International and the Pacific Media Centre.

Last month I wrote to the Minister of Foreign Affairs asking him to review the role of the police training project New Zealand has been carrying out in West Papua. The role of the West Papua police force in connection with human rights abuses has deteriorated and our police trainers cannot claim to be enhancing citizens’ rights. I have read the 2010 reports from our police trainers which showed that the road to hell can be paved with good intentions. These policemen appeared to have no context for operating in West Päpua, their focus was on crimes like robbery and alcohol and they made no comment on the lack of democratic freedoms or the need for the West Papuan police to stop colluding with the military in the human rights abuses. Mr McCully has yet to reply beyond the acknowledgement of my letter.

Silence surrounds the tragedies in West Papua. Silence at every level is a shameful matter, so why is New Zealand supporting the Indonesia Government in their ban on foreign journalists, MP delegation visits and human rights scrutiny? The Australian Government is no better but I commend Richard di Natale MP of the Australian Green Party for his principled promotion of justice and human rights for West Papua. We must use our voices on behalf of the silenced people.

Don’t Demean Us, Papuan Church Leaders Tell SBY

In stark contrast to government figures who say Papuan unrest stems from a lack of prosperity among native inhabitants, senior Papuan church figures say the real problem is a history of injustice and the island’s problematic integration into Indonesia.

“The problems in Papua are not to do with wealth, but respect for human dignity, justice and an unclear history of integration that is still disputed,” Rev. Socratez Sofyan Yoman, the head of Papua’s Baptist church, said in a press conference on Saturday in Jakarta.
The press conference followed a private meeting a day earlier between four church figures, three of them Papuan, and President Susilo Bambang Yudhoyono at the national leader’s private residence in Cikeas, Bogor.


The two-hour meeting, which was closed to media, also included Vice President Boediono, the national chiefs of the armed forces and police, and a number of cabinet ministers including Djoko Suyanto, the coordinating minister for political, legal and security affairs and Hatta Rajasa, the coordinating minister for the economy.

The four church leaders said they had provided a detailed picture of the numerous acts of violence and conflict that had afflicted Papuans for generations.

“We told the president that since 1961, the situation has been unsafe in Papua because of the stigma of separatism,” Rev. Yemima Krey, head of the Protestant Synod in Papua, said at the press conference.

Yemima went on to say that she believed — at the risk of being seen as discriminatory — that the government should consider a policy to limit the arrival of transmigrants from other islands in the archipelago. She called it a necessary step in order to protect Papuan culture and the political and economic position of the Papuan people.

“The proportion of Papuans is falling as the number of migrants increases, so that many Papuans are questioning their existence in their own land,” Yemima said.

It is shifting geopolitical winds such as this that are planting the seeds of resistance in the Papuan community, according to Benny Giay, head of the Kingmi Synod in Papua.

Benny maintained that Papuan nationalism was misinterpreted as separatism by Jakarta.

Benny added that he and his three colleagues had told Yudhoyono that the president’s establishment of the Unit for the Acceleration of Development in Papua and West Papua (UP4B) was misguided, unfair and undemocratic because the Papuan people had not been consulted or involved.

He said Jakarta had failed to adopt a humanitarian approach to Papua, with the result that every passing day brought more news of Papuans killed in conflict with the state.

“We are witnessing the extinction of a nation. We are being slaughtered,” Benny said. “Our church exists in the midst of a never-ending cycle of violence.”

According to Socratez, while Yudhoyono had been receptive to the religious figures’ description of the problems in Papua, the president had stopped short of accepting their main proposal: Holding mediation talks involving a third party. “The Papuan people must be given room to experience justice,” Socratez said. “Don’t demean them and treat them as enemies of the state. This must be stopped.”

Meeting participant and non-Papuan Gumar Gultom, the head of the Indonesian Protestant Church Union (PGI), said there were “positive signs” from Yudhoyono at the meeting.

“This is just the first meeting. The president promised a follow-up meeting to get into more details on the issues we put forward,” Gumar said, adding that he expected the next meeting would be in early January.

‘Many Deaths’ During Ongoing Military Siege in Papua: Allegations

An international nongovernmental organization campaigning to highlight human rights abuses in Indonesia, has called for international intervention “after receiving highly distressing accounts of indiscriminate and brutal military raids” in West Papua.

Maire Leadbeater of the Indonesia Human Rights Committee said reports from West Papua indicated that thousands of villagers in Paniai are undergoing a “military siege involving horrendous destruction and violence.”

“Homes have been torched and villages razed, while helicopters are said to be strafing the villages. There are reports of  deaths, forcible evacuations and the displacement of thousands of people,” Leadbeater said.


‘We cannot confirm all the reports because the area is closed to journalists and humanitarian workers.  But there are compelling indications that the violence against the West Papuan people is escalating alarmingly.”

In an open letter to New Zealand Foreign Minister Murray, the committee said the reports made a compelling case for international intervention to stop the violence. 

“At the very least New Zealand should now insist that the area be opened up and journalists, the Red Cross and other humanitarian workers given free access, so that the information can be verified and appropriate help provided to the victims.”

Leadbeater, who signed the letter, said Indonesian security personnel, including from the Army, Mobile Brigade (Brimob) paramilitary police and elite counter-terrorism troops from Detachment 88 “are responsible for the razing of villages and forced evacuations.”

“This is apparently part of a military campaign against  local members of the Free Papua National Liberation Army.  We are advised that some 27 villages have been devastated, that  homes, schools and other buildings have been burnt and that an unknown number of people have been killed by live military fire. One report lists the names of 18 victims.”

The committee alleged that thousands of civilian refugees have fled the area to other villages around Enaratoli, on the opposite side of Lake Paniai.

“There is said to be a police supervised secure ‘Care Center’ in Enaratoli, which is overcrowded and lacking in basic requirements. Other refugees have fled into the forest or to live with other family members.”

Jangan Cap Orang Papua Separatis dan Makar

JAYAPURA-- Koordinator Umum Komite Nasional Papua Barat (KNPB), Victor Kogoya, meminta pemerintah pusat dan daerah untuk menghapus stigma makar, separatis ,atau persepsi negatif lainnya terhadap orang asli Papua yang ingin menyampaikan pendapatnya.
"Tolong stigma makar, separatis atau persepsi negatif lainnya terhadap orang asli Papua mulai saat ini dihilangkan," kata dia, Kamis.
Ia menilai berbagai ucapan atau sebutan seperti makar dan separatis telah menyudutkan orang asli Papua. "Kalau stigma ini terus diucapkan, semakin membuktikan bahwa pemerintah membuat jarak atau jurang pemisah bagi orang asli Papua dalam menuntut rasa keadilan," katanya.
Menurut dia, stigma tersebut tidak pantas dikatakan oleh sesama warga negara. Penyebutan stigma negatif bagi orang Papua dalam memperjuangkan hak ekonomi dan
politiknya oleh sejumlah pejabat dan elite politik dinilai semakin memperkeruh situasi dan kondisi di Papua.
Kogoya meminta pihak TNI dan instansi terkait lainnya atau warga sipil tidak menggunakan lagi stigma seperti itu untuk orang ali Papua "Hilangkan stigma itu."

KNPB: Referendum, Solusi Masalah Papua

Dalam jumpa pers yang digelar untuk mengawali rencana unjuk rasa pada 14 November nanti, Victor Kogoya mengatakan, rangkaian kekerasan terus dialami rakyat Papua sejak wilayah itu diambil alih oleh Indonesia. Hingga saat ini, rakyat Papua terus dideskreditkan dengan stigma separatis.
Dalam kajian KNPB, Penentuan Pendapat Rakyat (Pepera) tahun 1969 adalah akar persoalan dari semua rentetan peristiwa berdarah di Papua. Untuk itulah, menurut Victor Kogoya, perlu referendum ulang di Papua.
Jika saat Pepera digelar sekitar 1.000 orang mewakili sekitar 800.000 warga Papua,
saat ini setiap orang memiliki hak sama untuk memberikan suara mereka dalam referendum. "Satu orang, satu suara," kata Victor Kogoya.
Dalam kesempatan itu, Victor menyerukan kepada semua rakyat Papua di mana pun berada untuk turut serta dalam aksi protes nasional dan internasional yang akan digelar pada 14 November mendatang. Aksi itu dilakukan untuk menuntut hak penentuan nasib sendiri bagi bangsa Papua. Di Jayapura, aksi akan dipusatkan di Taman Imbi, Kota Jayapura.
